While Delhi continues to operate on rates last revised in 2014, Noida and Gurugram have recorded substantial increases over the same period, highlighting a widening divergence in official property valuations across the region. This gap is relevant for property transactions as circle rates influence the minimum value at which properties are registered and related charges are calculated.<\/span><\/p>\n<h2><strong>Delhi\u2019s long gap contrasts with faster revisions in Gurugram<\/strong><\/h2>\n<p><a href=\"https:\/\/www.squareyards.com\/delhi-real-estate\"><span style=\"font-weight: 400;\">Delhi<\/span><\/a><span style=\"font-weight: 400;\">\u2019s residential and commercial circle rates were last revised in 2014, while agricultural land rates were last revised in 2008. The Delhi government began a fresh revision exercise in 2025, including a review of the existing A-H locality classification and the possibility of reclassifying areas based on infrastructure, amenities and prevailing property values.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Delhi\u2019s existing residential circle-rate benchmarks vary significantly across locality categories. Category-A carries the highest rate at Rs 7.74 lakh per sqm while Category-H has the lowest at Rs 23,280 per sq m. The rates for Categories B, C and D are Rs 2.45 lakh, Rs 1.59 lakh and Rs 1.27 lakh per sq m, respectively.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Delhi\u2019s circle rates have remained unchanged for over a decade, even as property prices have increased in many areas. This has widened the gap between official rates and market values, and a revised framework could help reflect these differences more accurately across localities.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.squareyards.com\/gurgaon-real-estate\"><span style=\"font-weight: 400;\">Gurugram<\/span><\/a><span style=\"font-weight: 400;\"> has followed a more frequent approach to updating its collector rates. For 2026-27, the revised rates took effect on April 1, with increases of 15% to 30% across several residential, agricultural and commercial areas. The hike reached 75% in some high-growth pockets, while rates remained unchanged across 51% of the district.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The largest increases were reported in key growth zones, including <\/span><a href=\"https:\/\/www.squareyards.com\/projects-in-dwarka-expressway-gurgaon\"><span style=\"font-weight: 400;\">Dwarka Expressway<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.squareyards.com\/projects-in-golf-course-extension-gurgaon\"><span style=\"font-weight: 400;\">Golf Course Extension Road<\/span><\/a><span style=\"font-weight: 400;\"> and New Gurugram. In sectors 99 to 110 along Dwarka Expressway, commercial land rates went up by 75%, while rates for residential development increased by 45%.<\/span><\/p>\n<h2><strong>Noida and Greater Noida take different approaches to circle-rate revisions<\/strong><\/h2>\n<p><a href=\"https:\/\/www.squareyards.com\/noida-real-estate\"><span style=\"font-weight: 400;\">Noida<\/span><\/a><span style=\"font-weight: 400;\"> and Greater Noida have also followed different paths in updating property benchmarks. In 2025, Gautam Buddha Nagar proposed revised circle rates for Noida, Greater Noida, Dadri and Jewar, with the changes varying across locations and property categories. The proposed rates were part of a wider review of property values across the district.<\/span><\/p>\n<p><a href=\"https:\/\/www.squareyards.com\/sale\/property-for-sale-in-greater-noida\"><span style=\"font-weight: 400;\">Greater Noida<\/span><\/a><span style=\"font-weight: 400;\">, meanwhile, approved a 3.58% increase in property rates in May 2026. The revision was approved by the Greater Noida Authority. Compared with the sharper increases recorded in some Gurugram growth corridors, the latest Greater Noida revision represents a more limited adjustment.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Circle-rate changes across NCR are not moving at the same pace. While Noida has been reviewing rates across multiple property markets, Greater Noida has implemented a relatively modest increase. This contrasts with Delhi, where the existing circle-rate framework has remained unchanged since 2014.<\/span><\/p>\n<h2><strong>What this means for homebuyers<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">The differing circle-rate movements across NCR mean that the cost impact can vary considerably, depending on where a property is located. Gurugram\u2019s latest revision illustrates this clearly.
