Saksham Yuva Yojana is a growing initiative by the State Government of Haryana, rolled out with a focus on providing welfare and enrichment to educated and unemployed youth. The scheme was launched in 2016 for youth to take advantage of employment benefits. The core aim of the Saksham Yojana is to provide educated youth with monthly financial assistance. The objective is to empower them by providing them with employment opportunities and by placing them in the state’s different departments.

Saksham Yuva Yojana is also known by its more popular name, ‘Educated Youth Allowance and Honorarium Scheme-2016’. Initially, the scheme was launched for only eligible postgraduates in the state. Subsequently, the scheme inculcated graduates from engineering, science, and science equivalent fields. B.Com, BA (Maths), BA (Arts), and 10+2 were also included in it.

Saksham Yuva Yojana – How Does the Scheme Work?

All the state government’s departments, boards, colleges, and corporations have to notify the Employment Department if there are vacancies open. The work of the Employment Department is to update the registered graduates through email and SMS alerts about the vacancy. The employer can also make use of the Saksham Yuva Yojana platform to post about job openings.

The individuals who are selected will work for the banks or in any of the state government’s departments under the Saksham Yojna. The selected candidates will have to work for 100 hours in a month, and they will begin as trainees in the department where they are employed.

Saksham Yuva Yojana – Eligibility Criteria

  • To avail the Saksham Yuva Yojana scheme’s benefit, the applicant must be a native of the Haryana state.
  • The applicant must be registered with the employment exchange.
  • The applicant must be a post-graduate.
  • Only applicants aged 21–35 are allowed to apply for the scheme.
  • The annual income of the applicant’s family must not exceed ₹3 lakh.
  • The applicants must not hold the 10+2 degree from the national open board or correspondence.
  • The applicant must not be a regular student studying under a full-time course.
  • The candidate should not be employed. Private/public, self-government, or quasi-government is not acceptable.

Saksham Yuva Yojana Documents Required

Eligibility for Unemployment Allowances

To avail an unemployment allowance, the applicant must have a two-year diploma or 10+2 certificate, graduation, or a post-graduation certificate. The applicant must have passed out of a Haryana government-recognized board or university. The applicant must be registered with the employment exchange for a minimum period of 3 years. Any applicant who has been discharged from any government service is not eligible for the allowance.

Eligibility for Honorarium

To be eligible for an honorarium, the applicant must have passed 10+2, graduation, diploma, or post-graduation. They need to be regular students between the ages of 18-35. It is mandatory for the applicant to have completed the post-graduation degree from Punjabi University, Patiala, or any other recognised university in NCT Delhi, UT Chandigarh, or Haryana.

Step 1: Head to the official website of the Saksham Yojna.

Step 2: Select the ‘Applicant(s) Detail’.

Step 3: Enter the details required like District, Qualification, etc.

Step 4: Click on ‘Search’ to check the application status.

Saksham Yuva Yojana Registration Process

To enroll and avail of the benefits of the scheme, applicants have to follow the given instructions:

Step 1: Head to the website hrex.gov.in/ and log in.

Step 2: Select the “Free Job Seeker Registration” option.

Step 3: Go through all the instructions carefully and then select “Continue Registration”.

Step 4: A 5-page form will open up on the next page. Fill out the form and click ‘Save/Next’.

Step 5: You will now be registered for the scheme.

Step 6: Provide the relevant documents along with a copy of the provisional I-card to the local/concerned employment exchange within a period of 15 days from the date of registration.

Step 7: Next, visit the official website, hreyahs.gov.in/parvesh.php and log in to the Saksham Yuva Yojana page.

Step 8: A new form will open on the page, which has to be filled out and submitted carefully.

How to Check Unemployed Applicants’ Detail in Haryana?

Step 1: Head to the official website of hreyahs.gov.in/applicantreport.php.

Step 2: Select the district, choice, qualification, and gender from the drop-down options.

Step 3: Click on Search, and the details of the unemployed applicants will be displayed on the screen.

Amendments in the Saksham Yuva Yojana Scheme

  1. The honorarium will be paid for a maximum of 3 years from the date of honorarium allotment or 35 years of age, whichever is earlier.
  2. The applicant’s house must have a functional toilet. If not, then they should get it constructed within 2 months from the date of registration.
  3. The applicant’s family must not be defaulters at any cooperative bank, and if they are, then they must use a part of the honorarium to pay off the dues.
  4. The applicant’s family must not be house taxed to be paid to the Urban Local Body, and if they are, then they must use a part of the honorarium to pay off the dues.
  5. (i) The seniority list has to be generated on the last working day of the month to assign the honorarium.
    (ii) The applicants who are not given honorarium in a particular month have to be considered for the seniority list in the next month.
  6. The beneficiary who is PG qualified and fails to report to any honorary assignment within 7 days then:
  7. If the applicant leaves the honorary assignment within a few days after joining without proper reasons, then they will be ineligible for any type of honorary for one year. In this case, they can appeal by submitting valid reasons to the DC of the concerned district.
  8. If the demanding department assigns an applicant for training, then it will be treated as part of the honorary assignment, provided the training does not exceed 2 working days.
  9. A cap has to be provided to the “Saksham Yuva” as a token and honor, which is expected to cost around ₹48-50.
