The change of land use (CLU) certificate is one which is given by any suitable State/Union Territory Government authority. It is provided whenever any landowner makes a request for modifying the purpose of the registered land usage. This can be residential, commercial, industrial, and so on.

Any land in the country will have a classification as agricultural, commercial, institutional, public, industrial, residential, and so on. When the land purpose/usage has to be modified, a CLU certificate is mandatory from the local land revenue or any other authorized department of the State/UT. 

What should you know about the CLU certificate? 

• The whole area under any urban local body is divided into various land categories. 
• If the owner wants to change land usage for his property, he/she will have to get the CLU certificate from the ULB or the concerned department. 
• The certificate will mention the authority issuing the document with the name of the owner and new property purpose. 
• Landowners have to submit their applications to the land revenue or other departments of the State/UT Government. They will have to fill up the application in the   prescribed format online. 
• Upon submission, the representative or officer will visit the location and authenticate the details. The officer will also inspect the land to gauge whether any land   use change will lead to surrounding issues. 
• Upon being satisfied about no adverse effects of the land use change, the application will be processed accordingly by the revenue department. 
• The CLU certificate is necessary for a healthier environment and community, while also maintaining economical balance throughout land usage. 
• Biological diversity and natural attributes of locations will be preserved with proper land usage norms while environmental problems can also be prevented with a    proper land use policy. 
• Aspects linked to business and market conditions, community needs, and urban development are also evaluated while inspecting applications for CLU certificates. 
You should follow the necessary legal steps while applying for a change of land use (CLU) certificate. This is sometimes necessary depending on your circumstances although you should stringently abide by the law of the land and get your land use modified accordingly, if possible.
