However, in a few cases, Tahsildars can also issue such authorizations. Responsibilities for developing the CDP (Comprehensive Development Plan) are with the State Town Planning Authority. The CDP is also called the Master Plan. This plan covers a comparatively wider geographical zone along with working as an indicator of specific regions in Karnataka that are intended for converting agricultural land into land for residential or commercial applications over a sustained duration. Prior to the DC conversion taking place, the Deputy Commissioner will be verifying whether the land sought for non-agricultural purposes by the owner is scheduled for the same on the basis of the CDP. The conversion will take place only in case the verification certifies that the land is actually meant to be used for non-agricultural purposes.

You should not neglect the importance of DC conversion in Karnataka. It is never recommended to build any building or structure on any plot of land that has not obtained approval/authorization for such conversion. The properties will never receive their A Khata certificate from the BBMP or the Bangalore Bruhat Mahanagara Palike. Registration of these properties will only take place under the B Khata certificate and B Khata register.
