The UAA (Unit Area Assessment) system for paying property taxes will now be followed by residents of the New Town area in Kolkata. This will come into effect from the 2nd of April, 2018. The UAA system will be effective from the new financial year 2018-19 as per reports. The 1st of April, 2018 is a Sunday and the system will come into effect from Monday as per New Town Kolkata Development Authority officials.

The entire collection of taxes will be executed online and citizens can easily calculate their own taxes and pay the same from home itself. There may also be an offline method under which one can generate challans easily and make payments at banks. Tax Sathis are being trained by the NKDA for helping citizens of New Town with the calculation and payment of property taxes.

Taxpayers can easily contact their Tax Sathis through the website of the NKDA. There will also be e-kiosks available at the NKDA offices in the Action Areas I and II. There will be a helpline established for usage during office hours. Taxpayers will need their sanctioned building plan, identity documents, land deeds, bank IFSC code, PAN, account number, KYC documents and Aadhar.

There will also be a provision for a rebate of 5% on the timely property tax payment for every quarter. There will also be an extra 5% of rebate on property tax payments for the whole year within the first quarter’s due date. Officials of the NKDA have stated that New Town has been subdivided into 7 zones for calculating unit area taxes.

Every zone has got a basic valuation on the per unit area basis. The highest BUAV (Base Unit Area Values) stands for properties which fall under the central business district. The lowest rates come into effect for refugee rehabilitation plots. The other aspects taken into account for calculations encompass the age of a building, nature of a building (semi-concrete, concrete and kuchha), proximity to major roads, usage of property (commercial, residential, government undertakings, government) and so on. The multiplication factors then come into play like whether the property is rented or self-occupied and also the location. Finally, the payable taxes can be easily calculated.
