A very vital milestone was achieved when the construction for the project of film city was achieved, as UP govt. puts the seal on DPR (Detailed Project Report), the proposal was to opt for the hybrid model in accordance with its development in Greater Noida.

This model will be able to see the YEIDA (Yamuna Expressway Industrial Development Authority) that will tend to hold an equity project by its contribution that touches nearly 1,000 acres of land in 21 Sector in the Gautam Budh Nagar Area, on the other side concessionaire that is supposed to run & develop Film City, is supposed to pay the government an INR 100 crore each year after 10 years moratorium along with offering a share of the revenue that YEIDA hold. 

Construction of Film City in UP

According to the chief minister of Uttar Pradesh Yogi Adityanath which is situated in Sector 21 of YEIDA, or Yamuna Expressway Industrial Development Authority under the Gautam Budh district, the construction for film city is supposed to start from January of the coming year.

The spread of this area is 1,000 acres that need to be built at the cost of INR 6,000 crore, The Film City of Greater Noida is now expected to initiate employment to about 15,000 individuals.

As per Arun Vir Singh who is known to be the CEO of the YEIDA, the construction is happening in super full swing along with the approval of DPR (Detailed Project Report) whose file has just now been submitted to the govt. from Consultant Company the CBRE which is South Asia’s Pvt. Limited. 

The CBRE is now supposed to get a bid document that needs to get ready within the period of 3 weeks, which is supposed to be followed by the floating of the Global Tender that would include both domestic & foreign industries to participate.

As per the officials, the company that got selected in order to build the Film City in Greater Noida that would finalize in the month of December on the 31st will be built on the Public-Private Partnership also popularly known as the PPP in the model of the 3 phase. As far as the first phase is concerned it will include all the Open areas, villas, studios along amusement parks.

The film city that has been set in 21 sectors of Yamuna expressway, is at a safe distance of 5km from the actual site of Jewar International Airport which is very close to the suggested logistic hub of Noida, whereas the suggested dry part & freight corridor is at a safe distance of eighty Kilometers from the Delhi Airport which is the Indira Gandhi International Airport. Not only this place enjoys very close proximity to the national capital Delhi but also is very close to places such as Agra & Mathura which is known as the city for international fame which you would have enjoyed seeing in feature films of Bollywood and Hollywood. In short, the place would not only be easily attainable to the 7 neighboring states rather would easily be attainable to Nepal as well. 

What will the UP-film city have?

When the proposal of a film city in Greater Noida was initiated the Chief Minister of Uttar Pradesh mentioned that this place would not only stick to being called for making films but also will act as an advantage for having a financial district & Electronic City nearby. 

Further, he added that Uttar Pradesh Plans to layout facilities such as pre and post-production substructures which will further be assisted by the processing labs along with digital technology & VFX for the purpose of international standards. 

In order to attract tourists to the greater Noida film city, the government has added different public utilities such as hotels, entertainment sector, resorts, parks, and even cinemas, all of this at the suggested site.

 The land that has been owned by the government will be divided into different parts where the first part includes the 780-acre land which will be used for the purpose of industrial usage whereas the remaining 220 acres of land will be used for commercial usage. 

Does NCR need a Film City? 

When the launch of the Film City project was done in Uttar Pradesh on 22nd September 2020 took place we could see producers such as Satish Kaushik, Ashok Pandit & Vivek Agnihotri apart from these producers the event could not see any other producer for that matter attending the launch, it is certain that the project of building or shaping these film city will take years to get complete, nog able to see other filmmakers attend the event brought a feeling of Skepticism which evoked a feeling of doubting the intent of shifting the base of movies from Mumbai and Hyderabad to Film City in Uttar Pradesh. 

For the same reason, the government brought about some changes in the policy of film city wherein the filmmakers who happen to shoot in the film city in Uttar Pradesh will have benefits from the monetary aspect.

  • It says that if a filmmaker happens to shoot his / her 50% of the film in the film city of Uttar Pradesh will have a benefit of 1 crore subsidy 
  • While, if 75% of shooting takes place in the film city of Uttar Pradesh then the filmmaker will have an increase to 2 crores of subsidy. 
  • The other point that will add as a benefit to the filmmakers is if the filmmaker 4 artistes are hired from Uttar Pradesh itself then the maker will have a benefit of INR 25lakhs whereas if the entire team or cast is hired from the Uttar Pradesh then the maker will have a benefit of INR 50 lakhs. 

A state which is set to be notoriously slow has come up with these changes to get quick approval from the government of Uttar Pradesh the plan also includes featuring a single-window system for the filmmakers.
