Ghaziabad gets new 2031 Master Plan

The Uttar Pradesh government has approved a new GIS-based Master Plan for Ghaziabad, Loni and Modinagar/Muradnagar. Officials from the Ghaziabad Development Authority (GDA) stated that the plan, which spans until 2031, establishes the framework for utilising land in the region. A major part of it is the creation of transit-oriented development zones linked to the RRTS and metro corridors.

The plan sets aside more than 4,200 hectares around the RRTS corridor for new transit-led growth. Smaller pockets, totalling approximately 637 hectares, have also been mapped near metro lines. Officials said these zones will allow housing, offices, and commercial projects to develop within walking distance of the stations.

The Master Plan encompasses a total of 32,017 hectares, representing a 27.6% increase from the 25,099 hectares covered under the earlier 2021 plan. It projects a population of 6.47 million by 2031. Land allocation includes 12,869 hectares for residential use, 744 hectares for commercial use, 3,531 hectares for industrial use, and 6,032 hectares for recreational use. Special development zones of over 500 hectares each have also been defined in Guldhar and Duhai.

Officials said TOD influence zones have been set at 1.5 km around RRTS stations and 500 metres along metro corridors. These zones will serve as high-density hubs, tying new development directly to transit capacity.

Vikas Tomar, Executive President and Business Head, Square Yards, said, The Ghaziabad Master Plan 2031 is a pivotal step in repositioning the city from being seen merely as a spillover of Delhi and Noida to emerging as a self-sustained growth hub. It provides a structured framework for the city’s next phase of urban development, strategically leveraging transit-oriented development as its core growth engine.

He added, By earmarking high-density, mixed-use zones along these corridors, the plan ensures that real estate growth is tied directly to connectivity and infrastructure capacity. It identifies new special development areas and allocates land use to accommodate a growing population, setting a clear, long-term roadmap for developers and investors in the region. The true test, however, will lie in execution, which will decide how effectively Ghaziabad evolves into a modern, sustainable and economically resilient urban centre within NCR.
