Gurgaon to get massive infrastructural boost with new amendment

Gurgaon residents had a long-standing demand which pertained to the spending of EDC (external development charges) collected from real estate developers for master infrastructure development. Residents demanded that this EDC be spent within Gurgaon itself as opposed to being dispatched to a central pool for Haryana where it was likely to be reallocated to another city. The State Cabinet in Haryana has already approved an amendment to the Haryana Development and Regulation of Urban Areas Rules, 1976.

This has been done to ensure that every city and town in Haryana including Gurgaon gets EDC accounts. Gurgaon and every other city in Haryana will now have the power to spend revenues collected from real estate projects within their jurisdictions for building infrastructure within city boundaries. The EDC that is generated from Gurgaon will now be spent here and this means that the city is in for a massive infrastructural boost over the next few years. The EDC generated from Sohna, however, will be spent for Sohna itself.

This will boost local infrastructure development, spark the growth of newer towns and sub-areas from a real estate perspective, lead to better social amenities and connectivity and of course, scale up demand for housing naturally in turn throughout Gurgaon. The city also requires faster infrastructural development since the population of Gurgaon has gone up by a whopping 74% between the years 2001 and 2011 as per the last Census reports. The notification also mentions that there will be regular updating of account statements which would then be posted on the Town and Country Planning Department’s website by the government agency/local authority concerned every month.

Localized EDC expenditure may also spur Governments to come up with solutions that are more innovative, i.e. enabling the paying of IDC and EDC in instalments by real estate developers. This decision will also bring smiles to the faces of Gurgaon residents, investors and real estate developers who were demanding EDC spending within city boundaries for quite some time now. Gurgaon is one of the country’s biggest corporate and commercial hubs at present and is witnessing innumerable real estate projects being built by leading realty players. Some of the top projects in the city include M3M Sierra, Godrej Meridien and Godrej Nature Plus to name a few.
