Pune Inner Ring Road land acquisition enters new phase

The Pune Inner Ring Road project has moved into another phase of land acquisition, with PMRDA widening its exercise across key villages in Pune's western and eastern belts. The latest activity includes joint measurements, landowner meetings and preparations for valuation. Earlier acquisition work in Solu, Nirgudi and Vadgaon Shinde has already reached the compensation stage, with Rs 144 crore deposited for the affected land.

PMRDA has widened the land acquisition drive for the Pune Inner Ring Road, with joint measurements now underway across 15 villages in Maval, Mulshi and Haveli. The latest exercise began on October 7 and will continue until October 17 as the authority works to secure land for the 83.12 km corridor.

The fresh exercise follows the completion of measurement and valuation in Solu, Nirgudi and Vadgaon Shinde. PMRDA has deposited Rs 144 crore with the Pune District Collector’s office towards compensation based on the valuation of the acquired land. The project has an administrative approval of Rs 14,200 crore.

PMRDA begins fresh land measurement across 15 villages

The current exercise covers six villages in Maval, six in Mulshi and three in Haveli. In Maval, joint measurements are underway in Salumbre, Darumbre, Godumbare, Parandwadi, Sangavade and Dhamne. The Mulshi exercise covers Nere, Hinjawadi, Jambe, Maan, Marunji and Nande. In Haveli, the latest schedule includes Manjari Khurd, Kolwadi and Vadki.

PMRDA is also holding meetings with affected landowners and farmers during the process. Joint measurement will establish the land required for the proposed road and help determine the parcels that will move into the valuation and acquisition stages.

The latest work therefore expands the acquisition exercise beyond the first group of villages where measurement and valuation have already been completed.

Rs 144 crore compensation moves the first acquisition package forward

The earlier acquisition package covers Solu, Nirgudi and Vadgaon Shinde. In Solu, PMRDA has identified 32 proposed parcels covering about 7.04 hectares and involving 231 account holders. The Solu Interchange involves 70 parcels covering 209,490.55 square meters and 96 account holders.

Vadgaon Shinde covers about 5.71 hectares involving 112 account holders, while Nirgudi covers about 9.32 hectares involving 19 account holders. PMRDA has completed measurement and valuation for these locations. Based on the valuation, Rs 144 crore has been deposited with the Pune District Collector’s office for compensation.

The acquisition can move through direct purchase, private negotiation, or compulsory acquisition, depending on the applicable process. Town planning provisions, FSI, and TDR may also apply to relevant parts of the project.

Which areas are now seeing acquisition activity?

The latest measurement exercise extends across Pune’s western and eastern growth belts. Hinjawadi, Maan and Marunji fall within the western development belt, where residential growth has expanded alongside the IT sector. Salumbre, Darumbre and the other Maval villages form part of the wider western and northwestern stretch of the proposed corridor.

On the eastern side, Manjari Khurd, Kolwadi and Vadki fall within the Haveli belt. These areas are part of a larger zone where residential and infrastructure development is expanding around Pune’s eastern edge.

PMRDA has also submitted acquisition proposals for several other Haveli villages. These include Kadamwakvasti, Wadachiwadi, Pisoli, Yewalewadi, Gujar Nimbalkarwadi, Mangdewadi, Bhilarewadi, Jambhulwadi and Ambegaon Khurd.

These proposals are at different stages. They should not be treated as part of the October joint measurement exercise.

Pune Inner Ring Road map, route and project status

The Pune Inner Ring Road is planned as an 83.12 km corridor with a proposed width of 65 meters. The project has an administrative approval of Rs 14,200 crore. PMRDA’s project plans include major interchanges, bridges, railway overbridges, and tunnels along the corridor. The road is intended to provide a circular connection around Pune and divert some heavy and through traffic away from congested urban roads.

The first stage includes the Solu Interchange to Nirgudi section and the Nirgudi to Vadgaon Shinde section. Phase 1 from Solu Interchange to Nirgudi has an approved cost of Rs 884.89 crore, including GST. Phase 2 from Nirgudi to Vadgaon Shinde has a prepared Detailed Project Report with an estimated cost of Rs 310.89 crore, including GST.

The Pune Inner Ring Road map is separate from the Pune Outer Ring Road. The two projects have different alignments, authorities, and land acquisition processes.

PMC begins a separate land acquisition process

Land acquisition is also progressing for the section of the Inner Ring Road within Pune Municipal Corporation limits. In September, the PMC standing committee approved Rs 1,088 crore for acquiring around 7.23 lakh square meters across Wadachiwadi, Pisoli, Yevlewadi, Gujar Nimbalkarwadi, Mangdewadi, Bhilarewadi, Ambegaon Khurd and Jambhulwadi.

PMC has submitted formal acquisition proposals to the district administration for these locations. This process is separate from the PMRDA acquisition package. The two authorities are handling different portions of the proposed road and their respective land requirements.

What the Pune Inner Ring Road could mean for real estate

The proposed corridor passes through property markets that already have different development drivers. Hinjawadi is closely linked to Pune’s IT sector and surrounding residential demand. Maan and Marunji have also seen housing development as the western employment belt has expanded. An additional regional road could provide another route for movement between these areas and other parts of the metropolitan region once the relevant sections are operational.

The eastern belt has a different profile. Solu, Nirgudi and Vadgaon Shinde sit within an expanding peripheral market where road connectivity is becoming increasingly important for residential and commercial development.

Interchanges are likely to be more significant for nearby property markets than the road’s distance alone. Locations with convenient access to an interchange or connecting road could see changes in travel patterns and development activity.

The effect will not be the same for every property along the alignment. Land within the acquisition boundary is subject to the acquisition process, while nearby properties will be affected differently depending on access roads, junctions, and their distance from the corridor.

What happens next on the Pune Inner Ring Road?

For the 15 villages covered by the latest exercise, joint measurement is the immediate step. The identified parcels can then move towards valuation and the subsequent stages of acquisition and compensation. Land acquisition and forest clearance remain key requirements for the wider project. PMRDA will need to secure the required land and complete the applicable clearances before construction can progress across the relevant sections. The October measurement exercise marks another step in that process, extending land acquisition activity into Maval, Mulshi and Haveli.
