India’s housing finance market is witnessing a significant shift as rising property prices in major metros push lenders and homebuyers towards Tier 2 and Tier 3 cities.

According to the report Housing Finance in India – The Silent Giant of Retail Credit by SGA PR, Tier 2 and Tier 3 cities accounted for nearly 64% of home-loan volumes, with lending volumes in these markets growing 81% year-on-year in 2025.

The trend is being supported by relatively affordable housing, improving infrastructure, rising incomes and a growing base of first-time homebuyers. For lenders, smaller cities offer an opportunity to expand their customer base while reaching borrowers who are increasingly entering the formal housing credit ecosystem.

Technology is playing an equally important role. Nearly 92% of housing-finance applications were processed digitally by 2024, up from around 60% in 2020. Digital platforms are helping borrowers compare lenders, check eligibility, submit documents and begin the home-loan process online.

However, home loans remain more complex than unsecured digital lending. Property verification, legal documentation, income assessment and local market knowledge continue to require human intervention, particularly for self-employed borrowers.

The next phase of housing finance in India is therefore likely to combine digital convenience with local expertise. Account Aggregator-led underwriting, alternative data and AI-powered credit assessment could further improve access to home loans in Tier 2 and Tier 3 cities.

As urbanisation expands beyond India’s largest metros, smaller cities could become the next major growth engine for India’s housing finance market.
