Delhi circle rate trend shows widening gap with NCR markets

Delhi’s circle rates have remained unchanged for over a decade, while Gurugram, Noida and Greater Noida have followed different revision trends. Here’s what the changes mean for NCR property buyers.

Delhi NCR circle rate trends

Delhi’s circle rates have remained unchanged for more than a decade even as property valuation benchmarks in the area known as the National Capital Region (NCR) have risen sharply, data show. While Delhi continues to operate on rates last revised in 2014, Noida and Gurugram have recorded substantial increases over the same period, highlighting a widening divergence in official property valuations across the region. This gap is relevant for property transactions as circle rates influence the minimum value at which properties are registered and related charges are calculated.

Delhi’s long gap contrasts with faster revisions in Gurugram

Delhi’s residential and commercial circle rates were last revised in 2014, while agricultural land rates were last revised in 2008. The Delhi government began a fresh revision exercise in 2025, including a review of the existing A-H locality classification and the possibility of reclassifying areas based on infrastructure, amenities and prevailing property values.

Delhi’s existing residential circle-rate benchmarks vary significantly across locality categories. Category-A carries the highest rate at Rs 7.74 lakh per sqm while Category-H has the lowest at Rs 23,280 per sq m. The rates for Categories B, C and D are Rs 2.45 lakh, Rs 1.59 lakh and Rs 1.27 lakh per sq m, respectively.

Delhi’s circle rates have remained unchanged for over a decade, even as property prices have increased in many areas. This has widened the gap between official rates and market values, and a revised framework could help reflect these differences more accurately across localities.

Gurugram has followed a more frequent approach to updating its collector rates. For 2026-27, the revised rates took effect on April 1, with increases of 15% to 30% across several residential, agricultural and commercial areas. The hike reached 75% in some high-growth pockets, while rates remained unchanged across 51% of the district.

The largest increases were reported in key growth zones, including Dwarka Expressway, Golf Course Extension Road and New Gurugram. In sectors 99 to 110 along Dwarka Expressway, commercial land rates went up by 75%, while rates for residential development increased by 45%.

Noida and Greater Noida take different approaches to circle-rate revisions

Noida and Greater Noida have also followed different paths in updating property benchmarks. In 2025, Gautam Buddha Nagar proposed revised circle rates for Noida, Greater Noida, Dadri and Jewar, with the changes varying across locations and property categories. The proposed rates were part of a wider review of property values across the district.

Greater Noida, meanwhile, approved a 3.58% increase in property rates in May 2026. The revision was approved by the Greater Noida Authority. Compared with the sharper increases recorded in some Gurugram growth corridors, the latest Greater Noida revision represents a more limited adjustment.

Circle-rate changes across NCR are not moving at the same pace. While Noida has been reviewing rates across multiple property markets, Greater Noida has implemented a relatively modest increase. This contrasts with Delhi, where the existing circle-rate framework has remained unchanged since 2014.

What this means for homebuyers

The differing circle-rate movements across NCR mean that the cost impact can vary considerably, depending on where a property is located. Gurugram’s latest revision illustrates this clearly. While rates increased by 15% to 30% across several areas, some high-growth pockets saw increases of up to 75%, whereas 51% of the district recorded no change.

Delhi presents a different situation because its existing rates have remained unchanged since 2014. Buyers therefore continue to work with an older set of official benchmarks, even though property values have changed across several localities over the years. Any change to these benchmarks could affect buyers differently depending on the locality and category in which a property falls.

The situation in Noida and Greater Noida further highlights the variation across NCR. Noida has undertaken a review of its circle rates across different areas and property categories, while Greater Noida’s latest revision resulted in a 3.58% increase. This means buyers looking across NCR cannot assume that a rise in one market will be mirrored elsewhere.
