Circle rates in Delhi have been examined and some relief is announced by both the Central and the State governments. Circle rates are the minimum selling price fixed on the value of property by the Government. Circle rates are different for residential, commercial, and industrial property. Circle rates are also different for agricultural land. 

The Union Government has allowed the property to be sold up to 20% less value than the prevailing circle rate. This benefit is allowed up to 30 June 2021. Circle rates are regularly reviewed and revised by Government to ensure that the rates are at par if not less than the market value of the property. 

How to calculate Circle Rates in Delhi 

The circle rates of commercial property are higher than those of residential property. There is also an age multiplier factor for the property. There is a multiplier factor of 1 for buildings built in the year 2000 up to the present. There are factors of 0.5 to 0.9 for older buildings, the oldest building getting the lowest multiplier factor.  

Circle rates can be calculated by visiting the site ‘eval.delhigovt.nic.in’ which asks for all details and parameters and calculates the circle value. 

The site will ask for the name of the sub-registrar office, locality, deed name, and sub deed name. On entering these details, the circle rate will automatically be calculated by the portal based on prevailing rates.       

To calculate the circle rate manually, the following sequential steps are to be followed:

  • The first stage is to differentiate whether the property is residential or commercial.
  • The next stage is to identify the type of construction (Flat, apartment, independent house) or simply a plot of land without any construction. The circle rates are different for each of these types of construction. 
  • The age multiplier based on the number of years the construction has been standing is also to be used.
  • For an independent plot, the plot area in sq meter is to be multiplied by the circle rate for land.
  • For DDA and society flats and builder floors, the minimum cost of construction is multiplied by the built-up area in sq meter and the age multiplier.
  • For multistorey flats, the flat’s built-up area in sq meter is multiplied by the circle rate for flats in that particular locality.
  • For a home built on a plot of land, the circle value for the land is to be calculated. The plot area in sq meter is multiplied by the circle rate for land in that locality. Next, the built-up area of the house in sq meter is multiplied by the minimum construction cost and the multiplier age factor. The calculated values of land and the home are added together to arrive at the final value. 

How to calculate property value in Delhi using circle rate?

The following procedure is to be followed for calculating property value in Delhi by using the circle rates fixed by the government. 

  • Different values such as the plot area, built-up area, amenities, age of the building, and the number of floors are to be determined.
  • Selection of the type of construction is done at this stage. The appropriate type is selected from the choices of commercial, residential, apartment, builder floor, or shop.
  • The next selection is the locality.
  • After this, the age factor is to be determined and multiplied by the area and the circle rate of the property.

Circle rates – Age Factor in New Delhi

There are different age factors fixed for a different number of years for buildings. A building before 1960 has a factor of 0.5, buildings built between 1960-1960 have 0.6, 0.7 for buildings in between 1970- 1979, 0.8 for buildings between 1980-1989, 0.9 for buildings built between 1990-1999, and a factor of 1 for buildings built during 2000 and beyond. 

Circle Rates for flats in New Delhi

The circle rates for flats in New Delhi are calculated based on the following criteria:

  • For a flat of area up to 30 sq meters, the rate per sq meter for DDA and society flats is Rs 50400 and for private flats is Rs 55400. There is a multiplying factor of 1.1 for private colonies
  • For a flat of area 35-50 sq meters, the rate per sq meter for DDA and society flats is Rs 54480 and for private flats is Rs 62652. There is a multiplying factor of 1.15 for private colonies
  • For a flat of area 50-100 sq meters, the rate per sq meter for DDA and society flats is Rs 66240 and for private flats is Rs 79488. There is a multiplying factor of 1.2 for private colonies
  • For flats of the area beyond 100 sq meters, the rate per sq meter for DDA and society flats is Rs 76200 and for private flats is Rs 95250. There is a multiplying factor of 1.25 for private colonies
  • For multi-storeyed apartments, the rate per sq meter for DDA and society flats is Rs 87840 and for private flats is Rs 1.1 lakhs. There is a multiplying factor of 1.25 for private colonies

Circle rates for Residential and Commercial Plots in New Delhi

Circle rates are classified in Delhi based on the category of colonies. Category A has been awarded to the poshest localities and down to the simplest which has been given the last category H. 

Circle rates have been listed below with category-wise rates for land and construction cost separate for commercial and residential property.

  • For property in Category A, the circle rate for land cost is Rs 7.74 lakhs per sq meter. The rate for construction is Rs 21960 per sq meter for residential and Rs 25200 per sq meter for commercial property.
  • For property in Category B, the circle rate for land cost is Rs 2.46 lakhs per sq meter. The rate for construction is Rs 17400 per sq meter for residential and Rs 19920 per sq meter for commercial property.
  • For property in Category C, the circle rate for land cost is Rs 1.6 lakhs per sq meter. The rate for construction is Rs 13920 per sq meter for residential and Rs 15960 per sq meter for commercial property.
  • For property in Category D, the circle rate for land cost is Rs 1.28 lakhs per sq meter. The rate for construction is Rs 11160 per sq meter for residential and Rs 12840 per sq meter for commercial property.
  • For property in Category E, the circle rate for land cost is Rs 70080 per sq meter. The rate for construction is Rs 9360 per sq meter for residential and Rs 10800 per sq meter for commercial property.
  • For property in Category F, the circle rate for land cost is Rs 56640 per sq meter. The rate for construction is Rs 8220 per sq meter for residential and Rs 9480 per sq meter for commercial property.
  • For property in Category G, the circle rate for land cost is Rs 46200 per sq meter. The rate for construction is Rs 6960 per sq meter for residential and Rs 8040 per sq meter for commercial property.
  • For property in Category H, the circle rate for land cost is Rs 23280 per sq meter. The rate for construction is Rs 3480 per sq meter for residential and Rs 3960 per sq meter for commercial property.

Circle Rates for Agricultural Land in New Delhi

Circle Rates for agricultural land in New Delhi vary based on location and on the criteria of whether they are in rural areas, urbanized villages, or greenbelt areas.

The government of Delhi has hiked the circle rates for agricultural land in Delhi ten times the existing values since December 2019. The present rates after the hike are:

  • The agricultural land rates for the green belt, urbanized, and rural villages in the south of Delhi and the New Delhi area are Rs 5 crores per acre.
  • The agricultural land rates for the green belt, urbanized, and rural villages in the north, west, and northwest, and southwest Delhi are Rs 3 crores per acre except urbanized villages in the southwest where the rate is Rs 4 crores.
  • The agricultural land rates for the green belt, urbanized, and rural villages in the Shahdara, north-east and east areas of Delhi are Rs 2.3 crores per acre except urbanized villages in the southwest where the rate is Rs 4 crores.

List of colonies in Delhi by Category

The area of Delhi has been divided into 8 categories for the calculation of circle value.

The colonies under Category A are Friends Colony East and West, New Friends Colony, Golf Links, Kalindi Colony, Lodhi Road industrial area, Maharani Bagh, Shanti Niketan, Panchshila park, Nehru Place, Rajendra Place, Sunder Nagar, Vasant Vihar, Anand Niketan, Basant Lok, Bhikaji Cama Place.

The colonies under Category B are Anand Lok, Andrews Ganj, Sarvapriya Vihar, Defence Colony, Greater Kailash I to IV, Green Park, Gulmohur Park, Hauz Khas, Hamdard Nagar, Neeti Bagh, Munirka Vihar, Nehru Enclave, Panchsheel Park, Safdarjang Enclave, Pamposh Enclave, Nizamuddin East and Maurice Nagar.

The colonies falling under Category C are Civil lines, Alakananda, Chittaranjan Park, Jhandewala, East of Kailash, Lajpat Nagar I to IV, Malviya Nagar, Masjid Moth, East Patel Nagar, Kailash Hill, Kalkaji, Punjabi Bagh, Som Vihar, Munirka, Nizamuddin West, Vasant Kunj, and Panchsheel Extension. 

The Colonies falling under Category D are Jasola Vihar, Kirti Nagar, Karol Bagh, Anand Vihar, Daryaganj, old and new Rajinder Nagar, Rajouri Garden, Dwarka, Gagan Vihar, Indraprasth Extension, East End Apartments, Hudson Line, Jangpura A, Jangpura Extension and Janakpuri.

The colonies in Category E are Gagan Vihar Extension, Mahavir Nagar, Moti Nagar, Paharganj, Pandav Nagar, Rohini, Haus Qazi, Jama Masjid, Khirki Extension, Madhuban Enclave, Sarai Rohilla, and Kashmere Gate.

The colonies in Category F are Majnu ka Tila, Nand Nagri, Mukherjee Park Extension, Uttam Nagar, Dilshad Colony, Dilshad Garden, BR Ambedkar Colony, Ganesh Nagar, Govindpuri, Anand Parbat, Zakir Nagar Okhla, Hari Nagar, Jangpura B, Nand Nagri, Arjun Nagar, Daya Basti, and Madhu Vihar.     

The colonies in Category G are Dakshinpuri, Dashrasth Puri, Vivek Vihar 1, Tagore Garden, Ambedkar Nagar Jahangirpuri, Ambedkar Nagar East Delhi, and Hari Nagar Extension 

The only colony in Category H is Sultanpur Majra.

Circle Rates of Land in Delhi Colonies

The circle rates of land in Delhi colonies are based on the categories.

For the colonies under category A, the circle value for land is Rs 7,74 lakhs and construction costs Rs 21960 per sq meter.
