MMRDA has presented a surplus budget with a substantial allocation towards infrastructure projects, including roads, public transport, and urban development. A significant portion is earmarked for the development of Mumbai 3.0 New Town, aiming to accelerate infrastructure delivery, enhance connectivity, and improve urban services across the region.

MMRDA has secured 216 acres in the Raigad district for the 'Mumbai 3.0' project. This initiative aims to create an integrated urban ecosystem with specialized districts for technology, finance, healthcare, and logistics . Its strategic location near key infrastructure like Atal Setu and Navi Mumbai International Airport will enhance connectivity .

The Maharashtra government has transferred 33,954.61 hectares of government land to MMRDA free of cost. This move is expected to significantly boost MMRDA's ability to fund its Rs 3 lakh crore infrastructure projects, including metro networks, tunnels, and new urban zones. The land, spread across Thane, Raigad, and Palghar districts, will be used for infrastructure development, Economic hubs, and housing.

Maharashtra Cabinet has approved a land acquisition and allotment policy for the 'Third Mumbai' project in the Atal Setu impact area, guiding development projects by the Navnagar Development Authority and MMRDA. This policy focuses on planned urbanization, industrial investment, and infrastructure development.

CM Devendra Fadnavis announced the development of the Raigad-Pen Growth Centre as the first city in the proposed 'Third Mumbai'. The reconstruction of Thane District Civil Hospital (TDCH) is nearing completion and is expected to be ready by the end of December. The new facility will have a 900-bed capacity, including a 500-bed general hospital, a 200-bed women's hospital, and a 200-bed referral hospital. The project aims to strengthen healthcare services for citizens in Thane, Raigad, and surrounding districts, with 1,078 new medical and administrative positions to be created.
