MahaRERA Floats Model Guidelines on Regulation of Senior Living Projects

The Maharashtra Real Estate Regulatory Authority (MahaRERA) has recently introduced a set of model guidelines to regulate senior living projects. This move aims to ensure that housing projects for retired and senior citizens are built with their specific requirements in mind. It is the first time that any real estate regulatory authority in India has issued provisions for retirement housing projects.

Addressing Misleading Advertising and Minimal Standards

The need for these guidelines arose from feedback received by MahaRERA stating that developers were falsely advertising their projects as “Retirement Homes” without meeting the necessary standards. It has been observed that many of these projects do not adhere to the bare minimum standards and specifications required for senior citizen residences. Therefore, MahaRERA drafted the guidelines to address this issue and improve transparency in the senior housing segment.

Minimum Physical Criteria for Senior Living Projects

The model guidelines drafted by MahaRERA outline specific physical criteria that every senior living project must meet. These criteria include building design, green building principles, lifts and ramps, staircase specifications, lighting, ventilation, and, most importantly, safety and security measures. The intention is to ensure that senior citizens have access to the necessary amenities and features that meet their unique needs.

Key Features of the Guidelines

The model guidelines proposed by MahaRERA include several important provisions. Firstly, any building with more than one floor should have an elevator to facilitate easy movement for senior citizens. Additionally, all lifts must have an audio visual system to assist those with hearing or visual impairments. Wheelchair accessibility is also emphasized, with mandatory ramps provided for unimpeded movement. Furthermore, staircase width should not be less than 1500 mm, and open or spiral staircases are not permitted. Finally, arrangements for backup electricity are necessary to ensure uninterrupted power supply.

Call for Feedback and Future Implementation

MahaRERA has invited suggestions and views on these guidelines from industry experts and stakeholders until the end of this month. This collaborative approach will help refine and finalize the guidelines, leading to their eventual implementation.
