There was a time when availing of a passport was considered quite a tough job. Many people have to wait for months to get their passports. Therefore, our former Minister of External Affairs, Late Sushma Swaraj, made it possible for people to acquire passports within a week in case of emergencies. 

She made it easy to avail the passport using a PAN or Aadhar card as both of them will work as address and identity proof. Other documents that become mandatory for passports involve a voter ID card and affidavit of no criminal cases. Police verification will also take place once the applicant receives the passport. 

But now you don’t have to wait for long weeks; you will receive your passport within ten days. 

How to get a Passport using a PAN Card in Case of Urgency?

To avail passport using a PAN card urgently, you have to follow the steps mentioned below:

Step 1: Visit the official website of passportindia_gov_in 

Step 2: Select the signup process and register for a new passport application.

Step 3: You have to select a suitable date for an appointment depending on your convenience and from the available dates.

Step 4: On the appointment date, visit the passport office and carry all the essential documents as asked. 

You will get your passport within a time frame of a week(eligibility criteria must be met). However, if the issuing authority finds any false information, then the issuance of the Passports might get delayed. Police verification will also take place as scheduled later by Passport Seva Kendra.

Document Requirement to Avail Passport using PAN Card

You have to take any of the following documents as your address and identity proof. Here is the list of legal documents that you can use:

Current Address Proof

  • A copy of the Aadhaar card.
  • A copy of a rental agreement.
  • A copy of electricity bill, telephone bill, water or gas bill.
  • A copy of voter ID card
  • A copy of company letterhead from a reputable company.
  • A copy of the Income Tax Assessment order.
  • A copy of the photo passbook (current account).
  • A copy of your spouse’s passport with complete family information and address.
  • A copy of the parent’s passport (if the applicant is a minor).

Birth Date Proof

  • Birth certificate from the Municipal Corporation or by any other specified authority.
  • A copy of the driving licence issued by the transport department of the State Government.
  • A copy of the PAN card issued by ITD of India.
  • A copy of a transfer certificate or school leaving or a matriculation certificate issued by a recognised educational board.
  • Photo identity card or voter ID card issued by the election commission in India.
  • A copy of the declaration given by the Head of the Orphanage or Child Home care confirming your birth date.

Note: All the above documents are the same for adults, senior citizens and minors (below 18 years of age). But for minors, you have to provide a declaration that will verify all the information in the application about the minor.

Adults above 18 but below 65 years of age have to submit a declaration if they belong to the Non-Emigration Check Required (ECR) class. Thus, they have to submit a few more documents.

In rare cases, you might have to submit extra documents. The rare incidences are as follows:

Case 1: If you are born through surrogacy and still a minor, you must submit additional documents with a copy of the declaration confirming every information about you as a minor and per Annexure I.

Case 2: If you are an employee of any government/PSU/statutory body, you have to provide a Certificate of Identity in original as per Annexure A.

Case 3: If you are a senior citizen and a retired official, you have to submit your pension statements with the address and identity proof.

After submitting all the documents, you will readily avail your passport.  

Frequently Asked Questions (FAQs)

Do I need to give the original documents for an urgent passport?

No, it is not required to submit your original documents for an urgent passport. However, you have to submit copies of your original documents like the Aadhaar card, PAN card, Voter ID card, etc. You also have to send an affidavit stating that you don’t have any criminal case against your name. And if any, you have to carry documents for your police verification.

Is it necessary to submit a PAN Card and Aadhar Card?

Yes, it is mandatory to submit both PAN and Aadhaar cards for a passport. Both documents help in validating your identity and address proof. 

What if I had made a mistake while filling my form? Is there any way can I correct it after submission?

You can request the Citizen Service Executive at the Passport Seva Kendra so that you can make changes in your application form.

Is e PAN Card valid for a passport?

Electronically issued and digitally signed e PAN is a valid mode of PAN (Permanent Account Number). It is explained in clause (c) in the explanation, after sub-section (8) of Section 139A of the Income Tax Act. 1961. And as per the modifications in sub-rule (6) of rule 114 of the Income Tax Rules in 1962.

Is a bank passbook valid for a passport?

Yes, a bank passbook is valid for a passport as the Ministry of External Affairs has begun to accept them as a legal document for address proof. 

Is an 11-month rent agreement correct for a passport?

According to the Ministry of External Affairs, rental agreements are valid address proof. And yes, 11-month rent agreements are good as usual.
