In the olden times, three barleycorns were used in place of inches. However, the International Yard and Pound Agreement had many countries adopt the imperial and metric systems as units of measurement. 

In the United Kingdom and most other countries of the British Commonwealth, the definition of an inch was reiterated in terms of the Imperial Standard Yard. Later, the United States of America adopted the measurement factor to define an inch in 1866. This is defined as 1 metre = 39.37 inches. Which resulted in the inch being expressed as 25.4000508 mm (reference temperature of 68 degrees Fahrenheit).

In 1930, the British Standards Institution accepted the measure of an inch as 1 inch = 25.4 mm (inch to mm). The American Standards Association followed the same by the year 1933. By 1935, this became the standard unit of measurement in sixteen countries.
