The HMDA has been established by combining development authorities like the Buddha Purnima Project Authority (BPPA) that has been formed for the Hussain Sagar lake development and the surroundings; Cyberabad Development Authority which is formed for the establishment of Hitech City; Hyderabad Airport Development Authority (HADA) that is established for the development of the area around the Hyderabad Urban Development Authority (HUDA) that is formed for the agreement of land utilisation and developing a master blueprint for the areas under its jurisdiction. There is also a defined set of HMDA layout development rules.  

The Telangana government established the LRS (Layout Regularisation Scheme) to ensure that the open plots in unapproved layouts are legalised. These are only applicable in rural and urban areas. The plots can be legalised by paying off the penalty under this scheme. The scheme is applicable for the layouts that have been registered through the sale deed before 26 August 2020. Points to Know before You Acquire a Gram Panchayat Land in Hyderabad

Plots listed under Gram Panchayat are mostly agricultural lands. The majority of the plots are located on the Hyderabad outskirts. To transform the agricultural land into a residential one you need to pay a certain amount which is also known as the conversion fee to the respected government. If the plot is not included in the DTCP or HMDA-approved layouts list then the Gram panchayat rules will be applicable.
