The Income Tax Department has made it mandatory for every citizen to have a PAN Card to determine an individual’s tax returns and tax slabs properly. Any individual/entity wanting to apply for a PAN card is required to submit a certain set of documents like address proof and identity proof documents. However, if the applicant is unable to submit the verification documents as required, they can also submit verification certificates attested by the concerned authorities.

To ease the application process for those unable to produce the aforementioned documents, the authorities have made provisions wherein individuals are allowed to submit attested identity or address proofs. However, these attestations of documents should be done by a Municipal Committee Councillor, Member of Parliament, Member of Legislative Assembly, or Gazetted Officer.

How to Apply for Verification Certificate

The Verification Certificate is available for download in PDF format on the official Income Tax Department website. It can be found under provisions of Rule 114(4) of the Income Tax Rules. The application form is divided into two sections: one for the corroborator and the other for the applicant. After downloading the form in PDF format, the applicants are required to fill in all the correct information in the concerned section only while the corroborator fills theirs.

What are the Details Required for Verification Certificate

To get the verification certificate from the relevant authorities, the applicant has to submit the form with the correct details. Given below are the information that has to be mentioned for obtaining the verification certificate:

For the Applicant

Given below are the details that need to be mentioned in the applicant part of the verification certificate format:

  • Passport size photograph as provided in the PAN card application form
  • Applicant’s name (In case of name changes, the applicant has to mention their previous name as well)
  • Their father’s name
  • Date of birth
  • Address (If the applicant has had multiple addresses in the past year, they are required to mention all the addresses)

For the Corroborator

Given below are the details that need to be mentioned on the corroborator side of the application form:

  • Full name
  • Work designation
  • Name of the organisation where they hold their current designation
  • Employee Identification Number
  • Address of the office
  • Copy of the office identity card
  • Signature with an official seal of the office
  • Contact number

Annexure A: New Gazetted Officer for PAN Card

Annexure A is one of the certificates to be used by an applicant who does not have an address proof document. This form should be filled by a Member of Legislative Assembly, Member of Parliament, Municipal Councillor, or Gazetted Officer.

The applicant has to attach a passport size photograph on the top right corner of the form and enter the details given below:

  • Any change in the name of the applicant
  • Applicant’s father’s name
  • Applicant’s date of birth
  • Applicant’s residential address
  • Office Address of the applicant

The concerned authority is required to fill a declaration that certifies their role in issuing the application. The applicant’s photograph has to be attested with the authority’s signature and official rubber stamp. Both the signatures have to appear half on the form and half on the applicant’s photograph. Given below are the details to be mentioned by the issuing authority:

  • Issuer’s signature
  • Full name
  • Designation
  • Organisation name
  • Employee ID number
  • Photocopy of ID card
  • Telephone number
  • Mobile number
  • Office address
  • Official seal of the organisation

Annexure B: Certificate of the Employer

Annexure B is used in the PAN card for the same purpose as Annexure A. But in this case, this form can only be submitted by those applicants who do not have address proof. The applicant is required to affix a passport size photograph on the right-hand corner and provide all address details. Given below are the details to be mentioned by the employer to authenticate the details of the applicant:

  • Details required for the declaration statement
  • Address of the office
  • Company’s registration number
  • PAN details of the company
  • Name of the issuing officer
  • Designation of issuing officer
  • Individual’s PAN card details
  • Address of the organisation
  • Signature and seal of the issuing officer
  • Telephone number and mobile number

The verification certificates mentioned above will act as identification and address proof documents for those unable to furnish any for PAN application.
